What is Oil EPR?
Oil EPR refers to the obligation placed on producers and importers of base or lubrication oils to ensure the environmentally sound management of used oil. This involves meeting specific recycling targets by purchasing EPR certificates from registered recyclers, as mandated by the Hazardous and Other Wastes (Management and Transboundary Movement) Second Amendment Rules, 2023.
EPR Certificate for Waste Oil
An EPR certificate serves as proof that a producer or importer has fulfilled their recycling obligations for used oil. These certificates are issued by registered recyclers upon the successful recycling of waste oil and can be traded among obligated entities to demonstrate compliance with EPR targets

Who are Liable & Who are SIMP?
PRODUCERS
Manufacturers or importers of base or lubrication oils who introduce these products into the domestic market under their own brand.
Importers of Used Oil
Specific Importers and Manufacturers of Products (SIMP) refer to those who, while not directly producing base or lubrication oils, incorporate them into their products and are thus subject to EPR obligations.
